BREAKING NEWS: OPERATION PNP
UPDATE

Dear Saints:
“The law came along to multiply
the trespass. But where sin multiplied, grace multiplied even more,
so that, just as sin reigned in death, so also grace will reign
through righteousness, resulting in eternal life through Jesus
Christ our Lord”. Romans 5:20, 21. God’s law was given so
that all people could see how sinful they were. But as they sinned
more and more, God’s wonderful kindness became more abundant.

The country of Philippines was one such country where sin multiplied
unabated in the lives of its citizens. God is merciful to her people
despite their sinful behavior. When ICM first launched its training
under our trademark of “Bible School in a Briefcase” (“BSIB”) in the
Philippines over ten years ago, pastors received the training with
eagerness and enthusiasm. Within a short time, over 3,000 pastors
were using our material to train others.
Word spread about the effectiveness of our training. Many churches
and Bible training schools use our program. About that time, when
the Government experienced widespread corruption among the rank and
file of its uniformed forces and a lack of discipline and morality
among its citizens working overseas, the then President Fidel Ramos
signed a proclamation requiring values training for them. ICM was
invited by the authorities to give moral training to the workers.
Our BISB program was adopted as the basis for inculcating in them a
standard of morality and Christian values.

Turning specifically to the police force, a magazine Religion Today
quoted Ron Wilson of Cadence International as saying that soldiers
of the Philippine National Police are referred to disdainfully as
“crocodiles of the streets”. The 130,000-member force has maintained
a grip on power since it began enforcing government policies during
the reign of dictator, Ferdinand Marcos.
The Police and the Army are responsible for more than half of the
violent crimes in the country, according to a 1996 study the
ministry reported. Christian ministries have tried to approach men
on the force, but fear and the soldiers’ unpredictable schedules
kept relationships from being formed.
But that is changing. A fire was sparked through the long and
tenacious work of a few Christian leaders within the force. Pockets
throughout the country are now turning to Christ. Those who were
once persecuted for becoming Christians are now no longer persecuted
and are making an impact through their new lifestyle.
Citizens have formed a better impression of the National Police,
according to a public opinion poll. Newspapers and television
stations have done stories about the “new” police who carry Bibles
and fight corruption.
ICM is officially invited to conduct training of police chaplains,
beginning with Region 1 in the north. A Memorandum of Understanding
will be signed between the PNP and ICM leadership. The launch will
be held at the headquarters of the Philippine National Police (PNP)
on Tuesday August 28th, 2007 and present will be senior Christian
Officers of Police Service (COPS) and others who are active in the
service, as well as those who have an interest in supporting the PNP
in this endeavor. Senior Christian leaders and pastors from Region 1
are also invited.
The launch will be followed by a four day training for PNP personnel
and interested pastors. We are expecting about 100 individuals who
will be participating in the training seminars.

Materials to be utilized for the said training are Church Planting
Institute (CPI) 3 books. Book 1 will be used for this training and
on the 30th; the graduates will receive Certificates of Attendance
from ICM on their completion.
ICM is once again divinely favored by God. We are being placed in
such a unique position, place and time. We have to fulfill this
privileged responsibility and your partnership is key to the
achievement of these 21st century work of the Holy Spirit through
